...And changed our city forever. Forty years before that, Portland was a budding city located on the west side of the Willamette river. In 1891, Portland incorporated the cities on the east bank of the river, Albina and East Portland, into the Portland municipality. As a result of this incorporation, the new city was full of streets with the same names and a confusing address system. After forty years of debate, Asbury Barbur's plan was approved and over the next two years the city passed out a new standard in house numbers. Many of the homes in Portland still retain these historic house numbers.
